摘　　要：通过问卷调查,采用模糊综合评价模型对涉及垃圾排污收费方案指标及权重进行了研究,提出制定垃圾处理收费方案应着力解决收缴率低和收费成本高2大难题,并采用科学合理、简便易行的收费方式,保证收费方案的技术可操作性,降低实施过程操作难度,进而达成收费方案目标。By means of questionnaire survey, the fuzzy synthetic evaluation model was used in the research on indicator and weight of waste pollution charge program. It was concluded that the two problems of low collection rate and high charging operation cost should be primarily solved, and a scientific, reasonable and simple charging method should be adopted in formulating the waste disposal charge program, by which the difficulty of implementation could be reduced to ensure the technical operability and achieve the target of the charging program.
