摘　　要：农业是一个弱势产业,投资回报率低、风险大,因此各大商业银行纷纷撤出农村,形成了农村信用社一家独大的垄断局面,同时出现了农村资金的漏出现象。近年来,中央政府非常重视农村经济的发展,在农村试点成立了村镇银行、农村资金互助社、小额贷款公司等金融机构,但由于种种原因,农村金融体系的发展仍然无法满足农村经济发展的客观需要。为了解决这些问题,中央政府应加大对农村的投资,进行各种形式的补贴,使社会各界对农村的投资达到或超过投资其他经济领域的利润回报率;大力发展农村资金互助社等经济组织,构建农村资金的内循环机制,遏制农村资金的漏出效应;正视民间金融存在的积极意义,尽快使其合法化,并纳入政府的有效监管。Agriculture industry is a weak industry with low return rates and high risk. So the big commercial banks withdraw from countryside, and the rural credit cooperatives monopolize in rural areas. And the fund in rural areas are leaked off. In resent years, our central government has attached the great importance to the eco- nomic development in rural areas. Some financial institutions such as country banks, rural mutual cooperatives and small loan companies grow rapidly. But for one reason or another, the development of the rural financial system are still unable to satisfy the economic development in rural areas. In order to solve these problems, the central government should expand the investment and carry on the multiform subsidy so as to achieve or exceed the profit return rates of investment in other economic field. On the one hand, the government should develop the ru- ral mutual cooperatives, provide an internal recycling mechanism of rural fund and keep down the fund leaking. On the other hand, it is admitted that the folk finance real plays an important role, so it should be legalized as soon as possible and under the government supervision.
