摘　　要：本文以顶层设计和以公众为中心的视角,在评述国内外研究现状基础上,对政府信息资源公众服务的研究意义、研究内容、思路与方法、主要观点等进行了论述,以期为未来我国政府信息资源公众服务的实践与理论研究提供一个新的框架和思路。From the top-down and citizen centered perspective, and based on the brief review of the past research, the article outlines the research purposes, contents, methods and some findings of the research on public access to government information resource and services which altogether provides a frame- work for future research and practice.
