摘  要:水利是农业的命脉,是生产发展、农民增收的保证。税费改革后,"两工"制度取消,国家着手建立农田水利建设新机制。农田水利建设却出现了过于依赖国家,农民参与不够等新问题。农田水利是一个系统,要在全面调研的基础上,进行科学的规划。合理定位农田水利的性质,农田水利是准公共品,不能盲目市场化,要进一步强化政府责任,强化乡镇水利服务中心的管理职能,设立水利补贴,用来资助小型农田水利建设,要以村组为单位统一进行。Water conservancy, the lifeblood of agriculture, guarantees the development of agriculture and the income of farmers. In the wake of tax- and fee-reform, when the" two workforce recruitment" system was abolished, the new mechanism for irrigation project construction is being established by the state. The problems such as the over-dependence on the state and the insufficient involvement of farmers are complicating the water conservancy. As a systematic project, water conservancy involves the scientific planning on the basis of extensive survey. The reasonable positioning of water conservancy enables us to get a clear understanding of the quasi-public product nature of water conservancy, which cannot be marketized indiscriminately and deserves an enhanced government responsibility: the function of township irrigation project service center should be reinforced, and the subsidy for irrigation project be set up to fund the small-sized irrigation project on the basis of village or group as a unit.
