政府引导下的农村资金回流机制研究——基于对江苏三个县域的调查

摘　　要：本文通过对江苏不同县域资金流动情况的调查,分析农村资金外流的途径和原因,探讨构建和完善农村资金回流机制的政策措施。研究结果显示:(1)农村地区大量资金通过金融系统流出,主要原因在于农村产业经济的弱质性和高风险性以及农村金融体系的不完善;(2)市场机制在农村金融资源配置中作用有限,政府应在整个资金回流机制的建设中发挥主导作用。在此基础上,本文提出了在政府引导下进一步完善现代农村金融体系,建立农村信贷投放的风险防范与补偿机制,制定农村社区再投资法等促进农村资金回流的对策建议。Based on the survey of rural fund flow in different counties of Jiangsu Province, the article analyzes the channels and the reasons of rural fund outflow, and explores policy measures to improve the rural fund backflow mechanism. The findings show that a large sum of money has flown out of rural areas through finance channels, whose major causes can be traced to the weak and high risk nature of the rural industrial economy and imperfect rural financial system. It is also found that the role of market mechanism played in the allocation of financial resources in rural areas is limited, and the government should give full play to its leading role in the estab- lishment of fund backflow mechanism. Based on the above analysis, the paper proposes the counter-measure suggestions for promoting the rural fund backflow through improving the modern rural financial system, establishing rural credit mechanism of risk prevention and compensation and formulating rural community reinvestment act.
