高校学报如何真正做到以质取稿——邹韬奋办刊实践给我们的启示

摘　　要：在期刊编辑实践中,邹韬奋以强烈的责任感和大公无私的精神,坚持为读者负责,坚持以质取稿。这是他所办刊物质量得以保证,并获得读者认可的关键之一。学习邹韬奋的办刊实践及观念,高校学报编辑可以从以下方面努力做到以质取稿:不徇私情、不畏威权,以认真负责的态度对待每一篇稿件;严格执行"双盲"审稿、"三审"等审稿制度,用制度婉拒劣质人情稿;充分发挥编委会的监督作用,杜绝为劣质人情稿开绿灯。With responsibility and selfless, and taking charge for readers, Mr. Zou Taofen insisted on adopting manuscripts according to quality in his journal editing practice. It was a guarantee for his journal to keep at high quality and admired by readers. Learning Mr. Zou Taofen＇ s journal editing practice and conception, college journal editors are able to realize adopting manuscripts according to quality in the following aspects. Without caring about personal relationships and power, a manuscript should be treated in the serious and responsible attitude. Personal relationship manuscripts at low quality should be refused depending on strict implementation of the rules of dual blindness and passing three examiners in the paper-examination system. Giving full play to the editorial committee＇ s role of inspection, it is realized to put an end to the green light of the personal relationship manuscripts at low quality.
