“四体联动”应对反倾销的信息沟通机制研究

摘　　要：国外对我出口企业提起反倾销诉讼案件不断,造成了严重的市场萎缩和巨大的经济损失。目前企业对反倾销的应诉积极性不够,胜诉率不高,原因之一是信息沟通机制不健全。在信息沟通过程中企业单方面的力量是不够的,应该协同商务部、地方政府和行业商协会建立健全反倾销的信息沟通机制。四体各司其职,联动协作,理解信息沟通的重要性,畅通沟通渠道,完善反馈机制,才能提高"四体联动"应对反倾销的事前防范和事中应对能力。Recently, more and more products were prosecuted for anti-dumping by other countries, which resulted in a number of economic losses and serious shrink of international markets. The initiative of company at responding to anti-dumping claims and our win rate of coping with anti-dumping were low, one of the reasons was lack of information communication system of quadripartite co-action on tackling anti-dumping. Of course, the power of companies was not sufficient. Our governments, industry associations and corporations should establish and perfect quadripartite co--action information communication system on anti-dumping. The quadripartite parties should co-act together, understanding the importance of information communication, and unblock the channel of information communication and perfect the feedback system, then we could improve the ability of pre-control and mid-control measures of quadripartite co-action information communication system in facing anti-dumping.
