基于农户视角的农村宅基地流转实证分析

摘　　要：农村宅基地应否流转是当前学界争论的一个热点。在引述两种不同观点的基础上分析了各自的缺陷,提出了探讨此问题的基本思路,并以江西、浙江和山西3省的外出务工农户为对象,通过实地问卷访谈和数理分析,得出了3点启示:1)在当前背景下,农户流转宅基地意愿并不强烈,即使现行政策调整,农户仍然将其宅基地视为日后生存退路,不会轻易流转出去;2)农户流转其宅基地意愿是受其对宅基地产权的认知、农村老宅的传统观念以及对宅基地功能的理解等多种因素综合影响,而并非单纯从经济利用效益角度考量;3)禁止宅基地上市的现行政策仍具有一定的现实意义,应继续执行。It is still in disagreement in the transfer of rural homestead. This paper analyzes the two views＇ faults and presents a perspective. Based on the farmers＇ questionary, who come from Jiangxi, Zhejiang and Shanxi provinces and work outside of their hometowns, this paper reveals three points that the farmers do not have a strong will to transfer their homestead even if the current policy is adjusted, which is still regarded as a survival leeway; their will is based on the recognition of homestead, traditional conception and understanding of homestead functions, not only on the economic view; and it makes sense to maintain the current policy which prohibits the transfer of homestead.
