摘 要:教师是学校的第一资源。当前我国不同地区义务教育阶段教师在数量分布和结构配置之间存在着严重的失衡,主要的原因是各地区经济发展的不均衡和教师聘任制度的不完善。基于此,提出建立教育公务员制度以保障教师的工资待遇、提升教师的职业认同度、提高教师的职业素养、促进教师的合理流动,从而确保义务教育教师资源均衡配置。同时,也指出了建立教育公务员制度需要注意的问题。Teachers are the school's first resource. Currently, There is a serious imbalance of China's compulsory education between the quantitative distribution and the structural configuration in different regions, the main reason is the uneven regional economic development and the imperfect of teacher appointment system. Based on this, proposed the establishment of civil service system of education to protect teachers' service wages,enhance the professional identity of teachers,improve teachers' professionalism and promote the rational flow of teachers to ensure a balanced allocation of resources in compulsory education teachers.At the same time,pointed out the problems that need to pay attention to in the establishment of the civil service system of education.
