摘　　要：为满足云南省换发第二代居民身份证工作需求,论文在分析了派出所——区县——地市——省级的身份证数据流程和相应的功能需求后,提出一种适应云南实际工作情况的身份证信息管理总体框架。该框架实现居民身份证信息采集,数据维护、传输、查询以及证件制作、发放全过程的数字化控制和管理,提高制证质量和效率,达到缩短制证周期、严密制证管理、方便群众生活的目标,为"二代证"换发工作提供信息支持和技术保障。In order to meet the recertificaiton of Yunnan province Second Generation Identity Card needs, the paper analyzes the identity card data flow and function requirement basesed on loacal police station level—county level—city level —province level applications, then puts forward a identity card information management frame adapting to Yunnan actual situation. The frame implements the collection of resident identity card information, digital domination and management of data maintenance and transmission and query, the facture and issuance process of certificate, enhance the efficiency and quality of accreditation, achievement the aim for reduction of accreditation cycle-time and strict management of accreditation, bringing more convenince to the people, provides informational technical support for recertification of Second Generation Identity Card.
