基于ELES方法的甘肃农村贫困线测定分析

摘　　要：通过对1982-2008年间甘肃农村贫困人口及贫困发生率的研究发现,国家"一刀切"的贫困线标准会直接影响政府对贫困状况的评估,甚至国家扶贫政策的决策。在充分考虑甘肃经济发展实际的基础上,以国家统计局甘肃调查总队2007-2009年对甘肃农村居民收入与支出的调查结果为原始数据,引入扩展线性支出模型方法进行测算,得到近三年甘肃农村贫困线标准,并将结果与甘肃现行贫困线进行比较,发现甘肃现行的贫困线标准较低,最后提出相应的政策建议。According to research the data between 1982-2008,we discover that national poverty line will directly affect the government＇s poverty assessment,especially national poverty relief decision-making.Therefore we should link to Gansu reality in order to make Gansu Rural Poverty Line much more reasonable.Take Gansu Rural resident＇s household income and disbursement as the primary data between 2007-2009 which the State Statistical Bureau Gansu investigation unit gives,we use ELES method to measure Gansu rural poverty line,we can get it in the recent three years.And then we use the result to compared with the national poverty line,at last,we find the result higher than the national＇s.
