摘　　要：从社会变革、经济实力与体育需求、侨乡特色与本地文化传统三个方面,阐述了泉州小城镇群众体育发展的驱动力.结合社会管理系统理论,以县级管理主体—镇级管理部门—华侨联合会为主线,构建了纵向垂直管理与横向水平沟通的小城镇群众体育管理模式.From the angle of social change,economic power sports demand,the characteristics of the hometown of the overseas Chinese local cultural tradition,the paper expounds the driving forces of the mass sports growth of the small towns in Quanzhou.Thus combined with the theory of management system,taking the county management,township management and the Returned Overseas Chinese Federation as the main line,the mode of vertical management and horizontal communication with mass sports games has been constructed.
