摘　　要：天然气开发企业运营管理的天然气产运销系统是典型的大系统,具有规模大、层次多、流程复杂等特点。面对当前日益增大的天然气需求缺口,天然气开发企业传统的单一管理模式已经变得不适应,为此,运用大系统控制理论,结合天然气产运销系统的实际,从管理链级、业务层次和流程结构等角度提出一种综合多级递阶、多层递阶和多段递阶等多种控制结构的复杂大系统控制新模式。该模式具有集中控制与分散控制、横向管理与纵向管理相结合的特点,能够较好地适应天然气产运销大系统的特点,提高系统运营效率。The production - transportation - marketing system operated by natural gas developing enterprise is a typicallarge system. It has the characteristics of large scale, multiple layers and complex process and so on. Facing with the larger and larger demand gap on natural gas at the present, the traditional single control mode of natural gas developing enterprise has turned to be unfit. It is necessary to construct a newly -type complex and large system control mode. The construction of the mode is based on large system control theory and combined with the production - transportation - marketing system of natural gas. It has the comprehensive control structure of multiple - level hierarchical control, multiple - layer hierarchical control and multiple - segment hierarchical control, which is separately established on the angle of management chain, business layer and process structure. Because the control mode has the good features of combination with centralized control and dispersed control, horizontal control and vertical control, it can better meet with the requirements of production - trans- portation - marketing system of natural gas and improve the operating effectiveness of the system.
