摘  要:为综合应对上海市世博会期间由于大量游客给上海市环卫和市容带来的巨大压力,本文设计开发了上海市绿化和市容应急指挥系统。该系统基于Skyline的三维GIS平台,提供其他系统与三维GIS和视频监控无缝衔接,实现了市容环卫应急事件的可视化调度指挥。本文介绍了系统实施过程中所涉及的关键技术,上海世博会试运行期间使用情况表明该系统能够显著提高市容环卫中的应急事件处理效率,有较好的实用性。In order to dispose the huge pressure on city appearance and sanitation, caused by piles of tourists during the Expo in Shanghai, an emergency command system was designed and implemented by the authors. The system was based upon Skyline three-dimensional GIS (3DGIS) platform, which provides an integration with 3D GIS and video monitoring and other systems. It achieved visualization scheduling command of city sanitation emergency events. At last key technologies in the process of system development were expounded. Application of the system in Shanghai Expo test period showed that it could significantly increase emergency event processing efficiency in city appearance and sanitation and had good practicability.
