重庆市集体建设用地流转发展阶段判析

摘　　要：基于重庆市10个区县农户问卷调查数据,采用判别分析方法,建立重庆市集体建设用地流转发展程度判别指标体系和判别函数,对重庆市不同区域集体建设用地流转发展程度进行判别.结果发现:①重庆市集体建设用地流转因区域不同而呈现发展程度的差异性,较高级阶段与中级、较低级阶段流转发展差别明显,中级与较低级阶段差异较小;②处于较高级阶段的地区主要是都市区近郊区县,说明集体建设用地流转发展与城市化和工业化水平、交通条件和经济发展基础等有明显的正相关性;③处于中级阶段的地区主要是都市区远郊区县(除秀山县和酉阳县外);④处于较低级阶段的地区主要是三峡库区和秀山县、酉阳县,这些地区生态环境脆弱,地质灾害频繁,集体建设用地流转多为"生态移民"流转.Discriminant analysis of the development stages of Chongqing＇s rural collective constructive land transfer will help get a macroscopic understanding of the development degree and development law of collective constructive land transfer in various regions of the municipality and of their influencing factors.Based on the data obtained in a questionnaire survey carried out among the rural households of 10 districts/counties of Chongqing and adopting the approach of discriminant analysis,the authors establish a discriminant index system and a discriminant function,with which to estimate the development stage of collective construction land transfer of different regions The results are summed up as follows.The development degree of different regions differs in collective construction land transfer.Regions of the advanced stage are distinctly different from the regions of intermediate and low-level stages,while the difference between the latter two is slight.Regions of the advanced stage are mainly distributed in the outskirts of the metropolitan area,suggesting that the development of collective construction land transfer is in a positive correlation with the level of urbanization and industrialization and with traffic conditions and economic development.Regions of the intermediate stage are primarily in the suburban districts or counties except Youyang and Xiushan.The Three Gorges reservoir area,Xiushan County,Youyang County are at the low-level stage due to their fragile ecological environment,where geological disasters occur frequently,and the collective construction land transfer takes ＂ecological migration＂ as its main form.
