摘　　要：区域城际轨道交通网规划是指导一定区域内城际轨道交通建设的重要依据,涵盖了规划目标、规划布局、分期建设方案以及与其他交通方式的衔接等内容。明确区域城际轨道交通网规划节能减排的工作重点,协调城际轨道交通网规划与节能减排和环境保护之间的关系,并在此基础上在规划层面提出规划调整建议、资源环境影响减缓措施、用地控制建议及资源共享建议等有针对性的节能减排对策,实现在源头上减少资源消耗和污染物排放,以弥补后续建设项目节能评估所不能解决的问题。Regional intercity rail transportation network plan is an important basis for guiding inner city rail transportation construction within a certain region. It covers the planning objectives, planning layout, phased construction program and interface with other modes of transit, etc. The focal point of energy saving and emission reduction work in regional intercity rail transportation network plan must be made clear and the relationship between intercity rail transportation network plan and energy saving-emission reduction-environmental protection must be coordinated. And on this basis, making targeted strategies of energy-saving and emission reduction has significance on constructing intereity rail transportation network of resource-saving and environment-friendly and promoting the realization of regional energy conservation and emission reduction goals.
