农村土地流转的政府支持和模式创新——来自重庆市江津区的经验与启示

摘　　要：采取半结构式访谈法对江津区2个镇开展了农村土地流转实地调研。调研发现:江津区土地流转呈现速度逐步加快,形式主要以租赁和转包为主的特点。政府主要采取培育市场主体、扶持特色产业、组建农业担保公司、建设现代农业园区、规范流转程序及合同文本、实施农村集体建设用地置换方案、设立土地交易所等方式和手段支持土地流转。江津区土地流转主要有以下三个模式:引进多个业主发展特色农产品推动土地流转,依托公司建立农业产业园实现农地流转和宅基地置换,依托政府项目实施土地整理置换农村宅基地。江津区土地流转存在土地承包经营权流转最长期限有待作出规定,无地农民问题有待解决,农户规模小且分散不利于土地规模化流转,土地流转管理服务机构设置有待完善等问题。The author used half-structured interview method to investigate the rural land circulation in 2 counties in Jiangjin District.The research shows that the speed of Rural Land Circulation is accelerating gradually and the formations are mainly lease and subcontract.Government uses several ways to support land circulation such as breeding principal part of market,supporting featured industry,establishing agricultural assurance company,setting up modern agricultural district,standardizing procedure of norm and contract,implementing policies of construction land transformation,and establishing land exchange committee.The land circulation in Jiangjin District follows three modes: introducing several owners to develop featured agricultural products,establishing agricultural industrial park relying on companies to realize land circulation,displacing rural house sites based on governmental project.Some issues need to be solved referring to the land circulation in Jiangjin district such as the time limit of contract operation,landless farmers,small scale of farmers,deficiency of management service.
