试论住房公积金管理委员会决策体系科学化

摘　　要：住房公积金管理委员会作为住房公积金的最高管理和决策机构,其决策体系科学与否决定了住房公积金管理事业的成败。住房公积金制度作为中国住房制度改革的产物,由于浓厚的政府背景,使得这项制度愈来愈倾向提供以住房保障为主的公共产品,因此,管委会的决策体系实际上类似公共政策的决策体系。文章依据公共选择理论对管委会的决策体系加以分析,探寻管委会决策失效的原因,提出建构科学决策体系的有效路径。Housing Fund Management Committee （HFMC） is the top management and decision -making organization. Whether it has a scientific decision - making system is the determinant factor of its operating results. Housing provident fund system is the product of the reform of China＇s Housing System, and has become more adept to provide public product based on housing security due to the profound government background. Thus MC＇s decision is more likely to be the decision of the Public Strategy Decision - making System. This article uses Public Choice Theory to analyze the decision - making mechanism, seek for the cause of its failure, and try to come up with some effective methods.
