摘　　要：地方精英是影响俄罗斯政治进程的重要因素。俄罗斯地方精英是苏联社会转型的结果,不同时期俄罗斯地方精英的构成不同。当前联邦中央对地方精英的治理理念已从放任转至限制。俄罗斯地方精英的未来发展取决于联邦精英的行为模式和地方精英之间的融合。Russian regional elites have a huge influence on its political process. Russian regional elites are the result of its social transformation. The composition of regional elites is different at different times of Russia. The current policy on regional elites that the federal government adopts has changed from ＂letting it be＂ to restricting. The future of Russia＇s regional elites depends on the federal elites＇ behavior and the integration between regional elites.
