摘　　要：目的:通过对1995～2008年天津市卫生总费用的系统分析,了解天津市卫生总费用现状,为有关部门制定相关卫生政策提供参考。方法:从卫生总费用筹资及支付两个角度分析14年来天津市卫生总费用的相关情况。结果:天津市卫生总费用总额逐年增加,政府公共卫生投入不断增长,居民个人现金卫生支出增长较快,卫生总费用向大型医疗机构集中。结论:在不断提高天津市卫生总费用总量的同时,需进一步调整其筹资结构,提高政府预算卫生支出在总费用中所占比重,降低个人现金支出比例,切实增加基层医疗卫生机构投入。Objective To study the status of financing and payment of total health expenditure in Tianjin, and provide references for the government to formulate health policies. Methods The status of total health expenditure in Tianjin in 14 years was analyzed from two aspects of financing and payment. Results Total health expenditure, the governmental input on public health, and residents＇ out-of-pocket payment kept increasing in recent years in Tianjin. And the total health expenditure was centralized in general hospitals. Conclusion With the growth of total health expenditure in Tianjin, the financing structure needs to be adjus- ted. The proportion of health payment from the government budget should be increased, while the proportion of individual cash payment should be decreased. Input on grass-roots health institutions needs to be enhanced.
