摘　　要：为加大对中央级公益性科研院所的支持力度,建立稳定的支持机制,促进科研院所持续创新能力的提升,中央财政特设立"公益性科研院所基本科研业务费专项资金"。从农业部的管理角度出发,该文从回顾了"十一五"期间基本科研业务费的管理经验和成效,提出了进一步加强专项管理的几点思考。Aiming at increasing financial investment in central public research institutes, establishing a stable invest mechanism, and promoting the ability of sustainable innovation, the Central Finance especially set up the Fundamental Research Funds. From the management view point of Ministry of Agriculture of People＇s Republic of China, this paper reviewed the management experience and effect of Fundamental Research Funds over the Eleventh Five-Year Plan, and further put forward several proposals for strengthening the management of the funds.
