摘　　要：该文总结了加强基本科研业务费专项管理的主要做法:一是完善制度建设,二是创造科研条件,三是强化过程管理,四是创新管理方式,最后提出加强专项管理的建议。This paper summarized the main measures to strengthen the management of the Fundamental Research Funds： improving the system construction, creating conditions for scientific research, strengthening process management, innovating management ways. Finally, some management suggestions were put forward.
