摘　　要：该文就中国农业科学院作物科学研究所2007～2010年度基本科研业务费专项的工作体系、组织方式、运行模式、管理机制等进行了阐述。结果表明,通过基本科研业务费专项的规范实施和科学管理,中国农业科学院作物科学研究所在储备性研究、创新性研究、孵化性研究及科研人才培育等方面均取得了显著进展,极大地提升了研究所的自主创新能力。In this paper, the working system, organization pattern, operating mode and management mechanism of the Fundamental Research Funds （2007 - 2010） of the Institute of Crop Science, Chinese Academy of Agricultural Sciences （CAAS） were introduced. The results showed that the Institute of Crop Science made significant progress on reserving research, innovative research, incubative research and talents cultivation through standard and scientif- ic management on the Fundamental Research Funds, which significantly enhanced the independent innovation ability of the institute.
