摘　　要：自2006年国家设立"中央级公益性科研院所基本科研业务费专项资金"(以下简称基本科研业务费专项)以来,中国农业科学院哈尔滨兽医研究所积极开展前瞻性、储备性和基础性研究,努力建立稳定持续、科学管理的专项运行机制,有力促进了该所科学管理水平,培育了一批中青年科研骨干和创新团队,取得了显著的科研成果,为该所科研事业的长远和良性发展创造了条件。Since 2006, the nation set up the fundamental research funds for central public welfare research institutes, Harbin veterinary institute of Chinese academy of agricultural sciences actively implemented the fundamental research, played efforts to build a stable scientific management of special operation mechanism which promoted the scientific management level, and cultivated a group of middle-aged and young scientific innovation team, and got significant scientific research achievements, creating good conditions for the long-term development of scientific research.
