浅谈船舶实施ISPS规则对限制区安全管理出现的误区

摘　　要：面对严峻的全球反恐形势,海事组织为了防范海上恐怖主义及其它来自非传统领域的安全威胁,制定了《国际船舶和港口设施保安规则》(ISPS规则),并已于2004年7月1日实施。但由于实施时间较短,经验不足,通过对保安规则的具体实施情况的研究,总结出船舶在实施ISPS规则时针对船舶限制区的安全管理产生的一些误区。Faced with the grim situation of global terrorism, the International Maritime Organization constitutes ＂International Ship and Port Facility Security Code＂ （ISPS Code） for preventing from maritime terrorism and other security threats. The code was carried out on July 1st, 2004. Due to a shorter time and lack of experience, this essay investigates the specific implementation of ISPS Code and concludes some errors on the implementation of the ISPS Code for ship security management in restricted area.
