摘 要:农用地征收不仅是城市化的政策问题,而且是工业化的必要环节,符合经济规律的农用地征收政策将加快工业化和城市化进程。该文以武安市的历年农用地征收价格变化情况为例,结合土地市场调查数据和社会经济统计数据,定量研究GDP、非农产业总产值、农村经济水平、农民生活水平等经济因素对征地价格的驱动方式与程度,其中GDP、非农产业总产值、农民生活水平与农用地征收价格的相关性强,农民生活水平与地区经济发展水平是影响征地价格的主导因素,表明公平合理的农用地征收价格既能保障失地农民的合理利益,也能保证城市化和谐进行。Farmland expropriation is not only a policy in urbanization but also an essential process in industrialization. Farmland expropriation policy accorded with economic law will accelerate the urbanization and industrialization.Taking the changes of annual farmland expropriation prices in Wu’an as an example,and based on land market investigation data and social and economic statistical data,this paper analyzed quantitatively the driving way and degree of economic factors to farmland expropriation price,including GDP,non-farm gross domestic production,rural economic level and peasant's living standard.Among them,GDP,non-farm gross domestic production and peasant's living standard are correlated with farmland expropriation price strongly,and peasant's living standard and regional economic development level are the leading factors to affect farmland expropriation price.The research result shows that the fair and rational land expropriation price can both ensure the rational benefits of the peasants who lost land and guarantee the sustainable development of urbanization.
