摘　　要：使用博弈论对退耕还林政策实施以来的承包现象进行了分析,重点分析了承包户与种植户之间的利益关系。得出:(1)承包过程中,承包农户与种植农户形成了完全信息静态博弈关系;(2)在承包活动中,承包农户是主体;(3)若想博弈的均衡存在,承包农户应该提高承包费用。The land use has changed in Loess Plateau hilly-gully area under the policy of'with grain for green'project.During this process,two different interest groups are produced.Therefore,a game model between planted-household and contracted-household was built.Some conclusions were obtained as follows:firstly,there exist the game theory relationship between planted-household and contractedhousehold, it is the complete information static game;secondly,contracted-household is the main body;thirdly,contracted-households should negotiate the amount of hilly-land contracted,and have no damage to others'interest.
