摘 要:发电申报最高限价有助于防范电价飞升带来的市场风险,但目前并没有设置市场限价的系统理论和方法。单一固定的市场限价既打击了供需宽松环境中的发电商和投资者的积极性,又无法限制供需紧张情况下发电商滥用市场力。为此,本文提出一种新的市场限价设置方法,能够根据市场供需关系变化和市场力评估指标自动调整。在供需关系紧张或容量持留严重时市场限价较低,限制市场成员滥用市场力,避免价格飞升;在供需充足或无市场力行使时,市场限价较高,电价完全取决于市场竞争。分析表明,该限价方法既能避免市场电价飞升带来的财政风险,又不扭曲充分竞争市场的经济信号。Though of great value in avoiding risk of electricity market price soaring, yet no systematic theory and method have been achieved in price cap setting at present Single fixed price cap neither can sprit up the enthusiasm of market participants in sufficient supply market circumstance, nor can restrict market participants to abuse market power in tensional supply market circumstance. Hence, this paper introduced a new price cap setting method, which adjust price cap automatically with supply-demand relationship and evaluation index of market power. According to this method, price cap would arise so as to allow market clear price to be decided by competition when market supply was sufficient and no market power was abused, while it would decline when market supply was not sufficient or economic withholding was severe. Analysis indicates that the price cap setting method not only can avoid finical risk induced by market clear price soaring, but also not distort economic signal of fully competition electricity market.
