摘　　要：2006年是《十一五规划》开局之年。该文结合我国当前能源供需实际,论述了新时期需方资源开发、调度工作重点,提出了政策法规、组织机构、激励政策及融资建议;结合江苏能效电厂项目规划,提出了实施DSM,开发、调度需方资源的长效机制。The year of 2006 is the beginning of 'the outline of the eleventh five-year plan'. The paper presents key works of the development and dispatch of demand side resource; bring forward rules and policies, organizers and structures, exciting policies and suggestions for financing concerning the current practical needs and supply of energy in our country. Based on the project plan of Jiangsu energy efficiency product , the paper also gives the long-term mechanism of implementing DSM and developing and dispatching demand side resources.
