公共财政经费资助民办高校方式问题初探

摘　　要：财政支持是促进民办高等教育快速健康发展的必要条件。我国民办高校财政支持方式还存在着项目单一、方式陈旧、法律保障措施不到位等缺陷。本文在分析美日两国公共财政支持私立高校的特征与方式的基础上,探讨了我国政府向民办高校提供财政支持方式的政策选择,包括构建民办高校财政资助体系,选择合理的资助机制,完善资助方式等。The financial support is indispensable to enhance the fast and healthy development of the private higher education.There are various limitations in the financial support of the private colleges,such as single project,obsolete style,the unreachable legal protect measures and so on.Based on the analysis of the features and methods of the America and Japan who use public finance to support the private colleges,this thesis discusses the choices which is related to our government's supplying to the private colleges.Building the financial aids system,selecting the proper assistance mechanism,and perfecting the assistance methods and so on are all included in this thesis.
