对我国监狱体制改革的思考

摘　　要：监狱体制改革是一项复杂的系统工程,是当前司法行政体制改革的重头戏。本文首先探讨了现行监狱体制在经济体制、组织领导体制、劳动改造中存在的问题。然后提出了监狱体制给各四个方面的构想,即科学设定监狱与监狱企业的关系、改革监狱组织和人事管理体制、监狱劳动改造措施的重组、落实国家监狱经费保障体制。The system reform of the prison is a complicated system engineering,and a opera involving much singing and action of the administrative system reform of present administration of justice.This text has probed into the system of current prison in the economic system,organized the question existing in the leadership structure,reform through labour at first.Then put forward the systems of the prison for the ideas of four respects,in which including namely science establishes the relation between the prison and prison enterprise,reform prison between organization and personnel management system,prison reorganization,reform through labour of measure,implement national prison funds ensure system.
