摘　　要：The paper introduces the definition of Next Generation Network (NGN) given by ITU-T SG13 on its February meeting in 2004 and the latest development of NGN standardization. It further discusses the NGN architecture and the evolution of networks to NGN, and emphasizes the Softswitch technology that features open architecture and packet-based transmission.
