摘　　要：At the third Plenary Session of the 16th National Congress of the Communist Party of China held in October 2003, an overall, people-centered and sustainable development concept was released. The critical strategic concept was put forward as an essence of the political principle geared to the new era by China's leading party and its government and the scientific development concept guides Chinese people to further understand and implement gender equality, the basic State policy; clarifies the confusion on gender equality caused by a different development concept and propelles a harmonious development between men and women.中国共产党的十六届三中全会明确提出,要树立以人为本,全面协调可持续的发展观,这是党和政府在新世纪新阶段执政理念的重要升华,是从党和国家事业发展全局出发提出的重大战略思想。科学发展观的提出,为我们深入理解和贯彻男女平等基本国策指明了方向,澄清了由于发展观不同而对男女平等产生的模糊认识,并求真务实地推进了男女平等和谐发展。
