摘　　要：拥有信息和知识的国家是富有的国家。日前世界正处于一个新旧交替的时代中，虽然信息时代已经产生了，更成为了历史潮流，但是没有一个国家是完全进入到真正的信息社会中，这一切的发展都离不开电子计算机。States with information and knowledge is a rich country.Recently the world is in a transition from the old era,although the information age has produced,have become a historical trend,but no country is really full access to the information society,all this development are inseparable computer.
