摘　　要：本文通过对合理性问题价值取向的分析，认为著作保护合理性问题的立法取向，应着重在保护作者权益的基础上，促进精神产品的流通，并通过对传播者利润的控制，降低最终消费者消费成本，以达到个人权利及社会精神成果共享之日趋平衡。This article, on the basis of the analysis of the values on the rationality copyright, holds the view that the protection of copyright should be based on the principles that this protection is favorable for both the interests of the author and the circulation of the copyrighted works and as well as for reduc- ing the cost for the purpose of balancing between the author's interests and the fair use of the intellectual products.
