摘　　要：陕西低碳环保发展战略的制定对于正确处理经济发展与环境保护的关系、顺利完成国家节能减排目标有着重要意义。在分析陕西经济实施低碳环保发展战略具有自然资源丰富、研发实力雄厚、节能减排经验丰富等优势条件的基础上,针对陕西经济发展存在的重化工业结构明显、高耗能行业投资增速过快所带来的环境负荷问题,提出了加快高能耗高污染产业的优化升级、实施节能减排重大科技研发项目、支持新技术的研发和推广应用、加大调整产业结构的力度、开展生态工业示范园区建设以及推进循环经济工程等发展战略与对策建议。As a law-carbon experimental province,low-carbon economic development in Shaanxi Province can not only help to achieve the goal of national energy saving and emission reduction,but also help to find a way to deal with sharp contradiction between rapid economic development and environment protecting of developing resource-rich but underdeveloped province.The paper studies the advantages of developing Shaanxi economy in a low-carbon environmental way and the issues existed in its implement.The paper also studies the optimizing and upgrading of energy-intensive high pollution industry,the research and development project of implement energy saving and emission reduction,how to sustain the new technologies research and how to spread and apply them.It also studied how to accelerate adjusting the industrial set-up,to develop ecotype industrial demonstration parks,to boost circular economy project.The paper puts forward some suggestions on the policies and law systems of implementing low-carbon environmental protection development strategy.
