摘　　要：基于人的本体性存在与发展的需要,全面协调可持续既是制定交通发展规划的核心理念,也是基本要求。在交通发展规划的制定中,"全面发展"既是五大交通系统的全面发展,又是其内部每一个子系统的全面发展;"协调发展"主要体现为五大交通运输系统之间以及每一系统内部各个环节、各个方面之间要保持协调、交通系统与国民经济其他各个部门之间要保持协调、交通发展与经济发展、政治发展、文化发展、社会发展之间要保持协调。"可持续发展"主要体现为交通发展要与资源节约、环境保护相适应,不能以浪费资源、破坏环境为代价来推动交通发展。Based on the ontology of human existence and requirements development,comprehensive,coordinated and sustainable is not only the core concept of transport development plan but also the basic requirement.In transport development planning,the ＂comprehensive development＂ is not only the overall development of the five transport system,but also the overall development of its internal each subsystem;＂coordinated development＂ embodied within the five main transport system and between each system,to maintain coordination between the various aspects of transportation system and economy,to keep the other co-ordination between various departments,transportation and economic development,political development,cultural development,social development should keep coordinate.＂Sustainable development＂ mainly reflects that the transport development should keep coordinate with resource conservation,environmental protection,not to waste resources,the cost of destroying the environment to promote the development of transportation.
