摘　　要：辽宁是中国的老工业基地,是重要的沿海开放省份之一。改革开放以来,辽宁省利用外资工作取得辉煌成就。截至1999年上半年,全省共兴办“三资”企业18981家,合同外资额325.29亿美元,开业投产的外商投资企业7783家,实际缴资额已达121.15亿美元。大量外资的引入,促进了辽宁产业结构调整,加速了老企业的改造,加快了基础设施建设步伐,推进了经济国际化进程。 在世纪之交时刻,辽宁对外开放、利用外资将面临前所未有的机遇和挑战。站在全国看辽宁:沿海经济发达地区经济市场化、产业高级化占有先行之利;内陆地区利用资源优势在对外开放上迈出新的步伐,后发效应曰益明显;而辽宁是资源、原材料大省,重化工优势适于与国外大公司对接。在新世纪里,我们要坚持实施外向牵动战略,大胆、积极、有效地利用外资,使全省利用外资工作提高到新水平、再上新台阶。 一、在转变思维方式、思想观念上要有新的突破。Liaoning province is China's traditional industrial base and an important coastal province in the open-door policy. Since the beginning of the reform, Liaoning has achieved gloriously in absorbing foreign investments. Looking ahead into the new century, we will continue our bold, proactive and effective use of foreign investments.We must change our way of thinking and adopt new concepts, break new ground in cooperation with big foreign companies, explore new ways and areas to utilize foreign investments, build up a better system of attracting and inviting foreign investors, and drastically improve investment environment.
