摘　　要：为了提高电子海图使用的安全性,国际海道测量组织颁发了S63数据保护策略,该策略建立电子海图制作、分发和使用的框架,通过对电子海图加密提高数据的保密性,通过报文摘要校验保证数据的完整性,通过数字签名和验证保证数据来源的可靠性和权威性。文章介绍了S63数据保护策略的框架结构和工作流程,分析该策略采用的算法及其安全性,并讨论该策略在电子海图系统中的具体实施方法,通过实例分析表明,文章提出的方法是切实有效的。In order to enhance security of electronic navigational chars,the International Hydrographic Organization issued S-63 Data Protection Scheme.S-63 builds a framework of production,distribution and using of electronic navigational chars.S-63 improves confidentiality via encryption technologies,and advances integrity via the message digest and checksum,and ensures dependability and authority via digital signatures and verification.This paper gives a detailed description of S-63 framework and workflow.After that this paper analyzes the algorithms and its security which are suggested by S-63.Afterwards,this paper discusses the implementation method of S-63 in electronic chart system.Application results show that the method is suitable and efficient.
