摘　　要：利用前期底墒降水和当时降水、气温，确定了适合甘肃的干旱指数，提出了用干旱指数划分服务干旱等级的指标和气候年景划分标准。用该等级和标准与降水量、土壤湿度比较分析，能较客观地反映旱涝实际情况。Be virtue of earlier soil moisture content and immediate precipitation and temperature,suitable drought index and also classifying index of sercice drought grade and criterion of condition of the climatic harvest have been built.Analysis of all index compared with precipitation and soil moisture can reflect objective drought and waterlogging.
