摘　　要：针对我国现阶段大多数城市规划管理手段较落后，提出了城市信息系统概念，并论述了系统的研制方向与发展目标以及系统发展的几个阶段和内容。In connection with falling behind in the means of city planning and management in China,we put forward a concept of UIS and studying direction.In order to solve some problems of UIS,we point out the UIS of developing stages and some connecting problems.
