摘　　要：国有土地上房屋征收问题不仅仅是一个法律问题,更是一个经济问题;正确认识《国有土地上房屋征收与补偿条例》不仅需要从立法(技术)、司法、执法(可操作性)等法律层面分析,更要结合我国的城市化建设的经济大背景。Housing levy on the state-owned land is not only a legal problem,but also an economic problem.Correctly understanding Housing levy on the State-owned Land and Compensation Act should be from the aspects of legislation（technology）,judicial,law enforcement（operability） and combined with our country＇s economic background of the urbanization construction.
