摘　　要：非政府组织是不以营利为目的,以服务大众为宗旨,具有志愿性和自治性的非政府的社会组织。市场失灵、政府失灵、公民社会与善治理论是其参与公共危机治理的理论支持,专业优势、效率优势、资源优势、沟通优势是其参与公共危机治理的现实优势。理论支持与现实优势表明非政府组织参与公共危机治理的必然性。Non-governmental organization is an organization of non-profit,non-government,with the purpose of serving the public,with voluntary and autonomy.Market failure theory and government failure theory,civil society and governance theory is theoretical support of participating in public crisis management,professional advantage,efficiency advantage,resource advantage,communication advantage is its real advantage of participating in public crisis management.Theoretical support and practical advantage show that the inevitability of non-governmental organization to participate in public crisis management.
