摘　　要：最近,气候变化移民问题越来越普遍,引发了更多关于对环境变化的理解和思考。文章将描述环境难民定义的发展,并考证其在目前关于难民定义辩论中的位置,最后在综合各种重大根本问题的前提下,提出一些推动办法。环境难民问题是必须引起高度重视的根本问题。Recently, the issue of climate change immigrant has become more prevalent, which triggers more understandings and thoughts about environmental change. This paper in troduces the development process of the definition of environmenfal refugees, makes a textual research on the position in debate on the definition of refugee, and prorides some methods based on rarious important basic questions. As a result, it proues that the issue of environmental refugee must. draw close attention.
