摘 要:目前,城市社区基层组织——居委会实际所处的"行政末端"的角色地位及其组织体系、人员结构,已影响了群众性自治功能的发挥,出现了超出政府行政管理视野的居民利益诉求得不到有效回应、一些政府举措的利民宗旨又难以真正实现等现象,不满、纠纷和矛盾的积累较易影响社会和谐与稳定。有必要建立居委会二级组织——下属委员会,通过制度创新健全居委会的组织体系,尽可能将体制外社会力量吸纳到体制内来,实现"居民自治"和"协助政府"双重职能的均衡发展与有机衔接,避免行政脱离实际和自治偏离正轨两种偏差的出现,以夯实和谐社会建设的群众基础。At present, urban community-based organizations, neighborhood committees, of which role is "at the end of executive chain", are affected by its organizational structure and personnel structure, failed to implement mass self-fulfilling management. The demands of residents beyond the government administration have not been effectively responded to. A number of government initia- tives that aim to help individual citizens are so difficult to realize. Dissatisfaction, disputes and conflicts are accumulated, which would easily influence social harmony and stability. It is necessary to establish the inferior committees of neighborhood committees, so as to build a sound system of neighborhood organizations through institutional innovation. Social forces outside the executive system are encouraged to participate as far as possible to achieve the dual functions "resident autonomy" and "assistance to govern- ment". These measures are designed to avoid unrealistic administration and off-track autonomy, and thus reinforce the building of harmonious society.
