福利公平视角下彩票公益金问题研究

摘　　要：目前,人们对于彩票公益金的公开透明和福利效应有相当的关注,现实中也的确存在某些弊端。本文基于福利公平的视角,就彩票公益金的来源、去向及管理这个颇受关注的问题进行研究,对彩票公益金运用的福利效应进行了评价并提出了改进建议:完善彩票公益使用的法律制度;建立多方监督体系,逐步改进彩票福利效应。Currently, people concern about the public transparency and welfare effects of the lottery public welfare fund, and actually there are surely malpractices. Based on the perspective of welfare fair, this paper has conducted research on the issue of the source, direction, and management of lottery public welfare fund that has caught much attention, and made evaluation on welfare effects of lottery public welfare fund and proposed improvement suggestions that the legal system regarding lottery public welfare utilization is improved, the monitoring system in many ways is built, and lottery welfare effects is gradually improved.
