摘　　要：公共图书馆免费开放是国家公益服务方面的重要举措,是一项利国利民的"善政"。但是如何长期、有效地推行这项政策是公共图书馆面临的重要课题。本文通过分析西部地区公共图书馆存在的一些问题,结合实际工作,从制度建设等方面,探讨了建立保障公共图书馆免费开放的长效机制及服务于区域经济发展的有效途径。Public library is free,which is an important measures of national public service,and is a ＂good polity＂ for state and nationals.But how to long-term,effectively pursue this policy is an important subject that public library faces.Through analyzing some problems existing in public libraries in the western region,and combining with actual work,the article discussed how to build long-term effective mechanism to insure public library is free and the effective way to service regional economy from system construction.
