摘　　要：近些年,中国小型农田水利设施建设取得了显著成绩,但由于多种原因,仍然存在不少问题,今后应重点考虑采纳以下几个改善小型农田水利设施建设现状的政策建议:推进产权制度改革,提高投资主体积极性;创新体制机制,提高管理效率;整合(统筹)支农投入,形成规模效应;对重点地区实施财政倾斜,提高均等化程度。In recent years, numerous achievements have been accomplished in the small - sealed farmland water conservancy infrastructure construction, but there still remain some problems to be solved. Therefore, the following policy proposals are recommended to improve small-scaled farmland water conservancy infrastructure construction, including reforming property system to encourage investment enthusiasm, innovating system institution to improve efficiency, consolidating financial investment to develop a scale effect, offering preferential financial support for poverty-stricken areas to reach a nationwide balance.
