摘　　要：在分析已有研究文献的基础上,基于2009年9月出台的新型农村社会养老保险政策文件,依据相关规定和数据构建养老保险替代率精算模型,对新型农村社会养老保险替代率进行实证分析,测算出新制度下养老金缴费年限和缴费档次与替代率水平之间具有正向相关关系,探索新制度下养老金的替代率水平低及其预期保障力不足的深层次原因,并在政府补贴力度、个人账户投资运营以及缴费方式上提出相应的建议。Based on the analysis of existing research literatures and the policy document about new rural endowment insurance which was put forward in September 2009,this paper tries to construct an actuarial model of endowment insurance replacement rate in order to make an empirical analysis of the replacement rate of new rural social endowment insurance.The result appears that the relationship between the payment years,payment level and the replacement rate level presents positive correlation.This paper also explores the reasons for the low level of replacement rate and the inefficiency of protection and finally puts forward some corresponding countermeasures in government subsidy,investment operations for individual account,payment methods,etc.
