建设国际旅游岛背景下农村集体建设用地参与旅游项目开发的法律思考

摘　　要：解析了建设国际旅游岛背景下,海南农村集体建设用地参与旅游项目的两个政策,指出其中存在的农村集体建设用地参与旅游项目的条件、程度、方式不明确等问题,并找到相应的解决方法。Two policies about Hainan rural collective land used for tourism projects were analyzed under the context of building an international tourist lands,it also pointed out that there were undefined conditions,procedures and methods in rural collective land for tourism projects development,moreover,the corresponding countermeasures were found.
